Answering your questions
1) She starts with a C chord, but plays around with the fingers, especially with the pinky. The woman is playing notes, based on a C chord, or better, within the key of C.

2) Depending on the chord you're playing you've got also a bass note matching. For a C major chord, the bass note would be, of course, a C. A bass note should be played on one of the low-pitched strings E, A or D. According to the guitar fretboard you attached the lowest-pitch C can be found on the third fret on the A string.

3) Yep. See answer two. For example, if you play a G major chord, the lowest possible G as a note is set on the E-string on the third fret. If you play a D minor, the lowest possible D is the 'empty' D string.

4) See answer three. Play the D chord and try to find the lowest possible D as a note. Play the G and look for the low note G (third fret, E-string). Play the A chord and, where is the A note? Right, it is the A string with no finger set on any fret.
